Information about Scheme Settings

Scheme settings give electricity retailers in the ACT instructions on their obligations under the Energy Efficiency (Cost of Living) Improvement Act 2012 (the Act). These settings are set to achieve the objects of the Act while supporting ACT Government priorities. The settings are informed by independent expert analysis.

This considers:

  • costs to electricity retailers to deliver the Scheme;
  • expected pass-through costs to consumers;
  • lifetime achievements of the Scheme;
  • complementary ACT programs and policies;
  • available activities; and
  • the benefit-to-cost ratio.

The Scheme settings for the 2023 and 2024 compliance years are:

Analysis performed for the setting of 2023 scheme targets found that the cost of delivering the Scheme is decreasing over time. This means by increasing the Energy Savings Target from 12.5% in 2022 to 14.6% in 2023, the Scheme can achieve greater energy savings and there will be no additional costs to the ACT economy.

The 2023 and 2024 settings are intended to be maintained for the 2025 compliance year. The Minister will continue to consider and set the targets annually to ensure they remain appropriate. Longer term, Scheme settings may be considered following review of the ACT Climate Change Strategy 2019-25.

Electricity retailers in the ACT will continue to be consulted before the notification of future settings. This will ensure Scheme ambition is maximised without imposing excessive burden on retailers.
