Social Housing Virtual Power Plant Project

The ACT Government is committed to ensuring all Canberrans share in the benefits of the ACT’s energy transition through lower electricity costs and more comfortable homes.

About the project

The Social Housing Virtual Power Plant Project will install rooftop solar and battery systems on approximately 7,500 public and community housing properties across the ACT. These systems will be connected to a virtual power plant.

The project will help reduce electricity bills and provide cost of living relief for social housing tenants.

This work builds on the electrification and ceiling insulation upgrades already delivered to more than 4,200 public and community housing properties across the ACT.

What is a virtual power plant?

A virtual power plant is a way to manage solar electricity. Instead of storing energy in one big battery, virtual power plants virtually connect lots of smaller energy sources, like solar panels and home batteries. These systems work together to supply electricity to the grid during peak demand.

Virtual power plants can help lower electricity costs. The Social Housing Virtual Power Plant Project will deliver financial benefits for social housing tenants. The exact mechanism for how tenants will receive these benefits will be confirmed as the project progresses.

Who can take part

Eligibility and technical requirements will be confirmed as the procurement process is completed and the project progresses.

What we are doing

The ACT Government is currently undertaking a two-stage procurement process to engage a suitable industry partner to help deliver this project. For more information about the tender process, visit Tenders ACT.

Installations are expected to begin in early 2027.
