About the program
Rental providers who are eligible for the Affordable Community Housing Land Tax Exemption Scheme may be able to receive a rebate to help upgrade the ceiling insulation in their rental property to meet the minimum energy efficiency standards for rental homes.
Why it's important
All rental properties in the ACT must meet the minimum energy efficiency standards for rental homes by 30 November 2026.
Many renters in the ACT are living in poor quality housing that is expensive to heat or cool and doesn’t meet our community’s expectation around having a suitable home to help maintain health, comfort, security, and happiness.
The minimum energy efficiency standards for rental homes will help improve energy performance, increase thermal comfort, reduce greenhouse gas emissions, and contribute to climate change resilience.
Who can take part
To be eligible for the rebate:
- you must be eligible for the Affordable Community Housing Land Tax Exemption Scheme at the time of applying, and
- your rental property must have either no ceiling insulation or ceiling insulation with an R-value of less than R2.0.

How it works
Eligible rental providers can apply for a rebate of 50% of the cost of the insulation upgrade, capped at $2,500 per property*.
